it's not often you see the mayor of powerful cities in the country sit down in the middle of the street, handcuffed and taken to jail. budget autonomy was one of the reason yes mayor gray and several council members took a bold move. there has been progress on the hill, but still no autonomy bill has been passed. >> i think every member here knows the purpose of the district government having control over our budget. >> reporter: phil mendelson introduced a bill on tuesday with all council members on board. that would basically allow voters to approve a change in the district's charter that would block federal control. >> we believe that is what it would do. the congress in the united states has a final say to vote the referendum up or down and hope that they will decide to take it back. >> reporter: the plan could not only give d.c. leaders full control of the budget, but also keep federal budget issues separate. >> it would keep federal disagreements over whatever issues are unrelated to the district government that result in a threat of or actual shutdown of the district government.
